Duties and Responsibilities

Interacts with all levels of lab staff and management to ensure the NSL Quality Management System (QMS) is suitable and fit-for-purpose.  Monitors operations to verify adherence to quality plans and requirements; analyzes and investigates adverse quality trends or conditions; and initiates and monitors corrective actions.  Evaluates methods and procedures for suitability.  Provides input and support to the development of new or adopted laboratory methods.  Ensure laboratory competency through proficiency programs.

 

Demonstrates commitment to compliance with the ISO/IEC 17025 standard and other quality standards as appropriate (i.e., and ISO 17025 and AOAC International Guidelines for Laboratories Performing Microbiological and Chemical Analyses of Food, Dietary Supplements, and Pharmaceuticals). 

 

Assures that the QMS is established, implemented, and maintained in conformance with internal and external requirements.  Coordinates improvements to the QMS while assuring that laboratory testing specifications are consistently met.

 

Manages document and record control. Writes standard operating procedures, manuals, and reports; and designs checklists, worksheets, and forms; to support day-to-day activities.  Develops, coordinates, and maintains records to ensure the accuracy and defensibility of laboratory and audit data.  Responds where and when appropriate to requests for laboratory QA/QC information, records or data.  Demonstrates proficiency with use of electronic information applications and systems to record, interpret, summarize, transmit, and store information.

Organizes and conducts audits and/or management reviews (MR).  Conducts internal audits in a professional and logical manner, maintaining objectivity to identify fact-based evidence, and providing on the spot feedback when appropriate.  Communicates laboratory status regarding its QMS to the accrediting body.  Assists in external assessments.  Schedules and chairs MR meetings including the recording of minutes and assignments. 

 

Communicates all audit findings to Management and assists with the corrective action process by facilitating investigations to identify the root cause, make corrections, implement corrective action to prevent recurrence, and monitor the situation for effectiveness. 

 

Assists in planning and developing training programs for NSL personnel.  Manages FOIA (Freedom of Information Act) requests.

 

Performs other duties and/or special projects as requested by the Quality Manager in carrying out the laboratory or Agency mission.

 

Knowledge Required                                               

Knowledge of a wide range of scientific concepts, principles, and practices, including a combination of disciplines related to the fields of chemistry, microbiology, molecular biology, physical science, food science, food technology, agricultural commodities, and agricultural food manufacturing.  Knowledge of analytical sampling and testing methods, a variety of specialized laboratory instrumentation, analytical validation and verification procedures.

Knowledge of quality assurance theories, concepts, principles, practices, and standards (i.e., ISO 17025, etc.) for application to business practices; to assist with establishing and maintaining laboratory quality assurance systems for food testing laboratories; to support production of quality product and legally defensible data. 

Knowledge of auditing principles, procedures, and standards to conduct systematic evaluations involving laboratory quality management systems and analytical testing.

Ability to establish rapport and conduct oneself in a tactful and diplomatic manner; and to maintain good working relations and customer service; and productive interpersonal relationships with fellow employees, industry, and government agency personnel.  Ability to identify laboratory training needs.

Ability to communicate, both orally and in writing, using technical and plain language in a logical, clear, effective, and concise manner as appropriate for the intended audience.  Ability to write proposed standard operating procedures, manuals, and design checklists, worksheets and forms to support day-to-day activities.  Ability to prepare written reports that document method evaluations, audits, trend analyses, and recommendations for management to take action.

Knowledge of root cause analysis principles and practices for application to general problem solving, and corrective and preventive actions. 

Knowledge of data evaluation techniques, including automated and statistical methodologies and systems for reviewing and evaluating analytical data in order to identify complex problems in quality assurance and quality control programs. 

Knowledge and ability to work with electronic information applications and systems to record, interpret, summarize, transmit, and store information.
